Approval workflow for voiding donations, plus reconciliation sign-off

Voiding (cancelling) a donation can now require a second person's approval before it takes effect, and reconciliation work can be formally signed off — giving finance teams a segregation-of-duties control instead of letting any one staff member void or close the books unilaterally.
